Port and Access speeds

When you order an Ethernet WAN circuit from a carrier you may be asked for the Port and Access speeds. What is that?

Access is what the carrier reserves for the bandwith (in case you want to increase it)
Port is for the final bandwith (end user)

Example: You want a 10mbps hand off, but only want to use 6mbps now, but may increase to 10mbps in the future. You would order a 10mbps Port and 6mbps Access.
